When a multi-page paper is run off, pages after the first don't start at the top of form, and the problem usually gets progressively worse on each page. Apparently whenever vertical space which doesn't convert to an integral number of line feeds is requested (by specific re- quest or as sometimes is done by ms and me), nroff supplies the closest number of line feeds, but assumes it has supplied the ex- act vertical space requested. Because of this, it adds in- correctly, and doesn't supply the correct amount of space at the end of the page.
