I get a 404 :(

However, I just finished installing cygwin on Virtual PC and if it's what I think it is, that script will create your xinetd.d directory and xinetd.conf for you. xinetd should be in /usr/sbin (it is on mine), and you should just be able to run configure.xinetd as is. I can't see any reason why it wouldn't work unless something went wrong with the cygwin install -- I did have to re-run the postinstall steps again because it went a little bonkers.
