I have both that file and that directory. I can't find the _postinstall
package anywhere in the cygwin setup wizard.

>> Verifying /etc/xinetd.conf ... not found.
>
> No xinetd.conf?
>
> ls -l /etc/xinetd.conf
>
> The xinetd-config should have created both an /etc/xinetd.d directory
> *and*
> an /etc/xinetd.conf file (it did on my Cygwin here). Try looking around
> for a xinetd.sh.done or xinetd.sh file and run that if you can't find
> either
> one. I'm thinking your install was somehow incomplete and that's where the
> problem lies.
>
> You could also rerun setup.exe, make sure you can see obsolete and
> administrative packages, and "install" or re-install the _postinstall
> pseudopackage and see if that fixes it.
